
Gadchiroli March 30 (District Correspondent) MP from Gadchiroli-Chimur Lok Sabha constituency Dr. Namdeo Kirsan has alleged that the parliamentary process and established democratic values are being continuously flouted and the opposition member’s voice is being suppressed by the current government in Parliament.
Addressing the press conference at the circuit House here this afternoon, Dr. Kirsan said that healthy democracy depends on the smooth functioning of Parliament, where all members are given equal opportunity to debate and discharge their constitutional duties, regardless of party affiliation. However, some serious incidents have come to the fore in recent times, which are damaging the reputation of the Parliament.
Since 2019, the post of the Deputy Speaker of the Lok Sabha has been vacant, although his election is mandatory under Article 93 of the Constitution of India. The vacancy of this post is detrimental to the efficiency of the Parliament. The tradition of giving the Leader of Opposition a chance to speak when he stands is frequently being broken. This is a violation of parliamentary affairs and a blow to the democratic institution of debate, said Dr. Kirsan.
The Opposition Leaders and opposition MPs are often not allowed to speak when they raise issues. This is making the nature of parliamentary debates partisan. Important proposals are being introduced by the government without consulting Parliament’s Business Advisory Committee (BAC) For example, last week the Prime Minister addressed Parliament without any prior notice, the MP further told.
Many key ministries are now being excluded from budget deliberations, thereby reducing overall control over fiscal decisions. No opportunity for discussion under Rule 193 Rule 193, which is meant to discuss urgent public matters without any vote.
Appropriate steps should be taken by the speaker of lok sabha to restore fairness, transparency and adherence to established parliamentary norms, demanded Dr. Kirsan.
